    Silas Deane Highway & Town Line Road Watermain Replacement starting April 21st

    Beginning the week of April 21, 2025, the Metropolitan District of Hartford (MDC) and their contractor, Burns Construction Company (Stratford, CT), will be starting construction to replace watermains, fire hydrants and water service lines along the Silas Deane Highway from Parsonage Street in Rocky Hill to Mill Street in Wethersfield.  Also included is Town Line Road from Silas Deane Highway to Charter Road.  While one travel lane in each direction is going to be maintained during the work, there may be delays when the construction crew is working, so please consider alternate routes.  

    The purpose of this project is to upgrade the watermains and fire hydrants and replace the water services to the property line for each adjacent property.  Oversight and inspection will be performed by the MDC and their consulting engineer, Kleinfelder (Rocky Hill, CT).  MDC will coordinate with each property owner to make connections to the new watermain with minimal disruption.    

    Work hours are expected to be Sunday through Thursday 8:00 p.m. – 5:00 a.m.  If there is daytime work, it will be Monday through Friday 8:30 a.m. – 4:30 p.m.   

    Construction will continue through the spring, summer and fall of 2025 and is expected to be completed in August 2026.  Please remember that this is NOT a town project, and we are not in control of the schedule or the progress of the work.

    The Connecticut Department of Transportation (CTDOT) is developing plans to realign the I-91 north and south ramps at Exit 24 in Rocky Hill. This project involves realignment of the I-91 north and south ramps at Exit 24. Slips ramps at the interchange will be removed to create shorter pedestrian crossings at the ramps. Full signal upgrades and integration into the Computerized Traffic Signal System are also included. The purpose of the project is to address the signalized intersections at the I-91/CT 99 ramps that were originally included in project 0118-0187 but were broken out from that project in order to expand the scope of work on the I-91 ramps, to include additional pedestrian safety improvements.

    The present schedule indicates that the design will be completed in April 2026, with construction anticipated to start in the Fall of 2026, assuming acceptance of the project, availability of funding, receipt of any required right-of-way, and environmental permits. This project will be undertaken with one hundred percent (100%) State funds.

    It is the CTDOT’s policy to keep the public informed and involved when such projects are undertaken and important that the community share its concerns with the CTDOT to assist in the project’s development.
